Enhorabuena, oriolanos. ¡¡Somos los primeros!! ¡Por fin! ¡Ya era hora! Me apetece echar a correr por las calles de Alicante, Elche o Torrevieja emulando a mi admiradísimo Raúl en aquella imagen gloriosa en el Camp Nou cuando, tras un gol suyo, corrió mirando desafiante hacia la grada pidiendo silencio con el dedo índice sobre sus labios. O como aquel brasileño del Barça que hizo algo parecido en el Bernabéu, pero con cortes de manga al público.

¿Dolón, qué dices ahora? ¡Qué calladito estás, Pablo Ruz! Barcala, ¿ha salido listo el alcalde de Orihuela, eh? Que ahora les hemos ganado, señores; que ahora les hemos mojado la oreja; que ahora somos los ‘namberguán’. Que se enteren los ilicitanos y los torrevejenses, los de Almoradí, los de Callosa, Albatera o Cox. Los de Elda. Que se enteren todos ellos y todos los demás: Orihuela es la primera.

El día 2 de mayo, simbólica fecha, me cargaron en mi banco la primera cuota correspondiente a la nueva tasa de las basuras. Como cualquier oriolano, he apoquinado los primeros 101,44 € del total de 202,87 € que vamos a pagar desde ya en concepto de recogida, transferencia y tratamiento de residuos sólidos urbanos, pero permítanme que busque adhesiones, que no haga, por tanto, de esto una causa estrictamente personal y que comparta mi opinión con todo aquel que me honre con la lectura de mis palabras sobre este abuso del gobierno oriolano. Ya si hablamos, por citar algunos ejemplos, de los 294,55 € de los comercios, los 420 euros que van a pagar las industrias con hasta cinco trabajadores, los 685 euros de los bares y cafeterías o los casi dos mil euros que van a pagar los restaurantes, conviene que nos pongamos serios, pues esto tiene de todo menos gracia.

¿Qué currículum adorna a Dámaso Aparicio para ser jefe de todo este tinglado a cambio de más de cien mil euros al año? ¿Y se fían de él?

Triplicar el importe de esta tasa ya era un motivo más que suficiente -como así lo hicimos desde el minuto uno- para alzar la voz en contra de la misma mostrando nuestro absoluto rechazo, pero son muchos más los argumentos que fijan nuestra posición. En el espíritu de la directiva europea y de la Ley 7/2022, de 8 de abril, que constituyen el germen de la ordenanza municipal que ahora asfixia a tantos oriolanos, el objetivo principal es el de avanzar hacia una economía circular, reduciendo la generación de residuos y su impacto ambiental, valores que hasta VOX, negacionistas de todo, parecen asumir. También sobresale como concepto importante la idea del pago por generación, o lo que es lo mismo: tanta basura generas, tanto pagas. Pero nada de esto se ha tenido en cuenta en Orihuela para imponer una tasa a todas luces desproporcionada, injusta, incoherente… ¡Y mal tramitada!.

Ni más ni menos que en Alicante, capital de la provincia, los importes por vivienda oscilan entre 69,85 € y los 144,94 € anuales en función del tamaño y del valor catastral; en Elche, según categoría de la calle, la tasa marca unos importes entre 55,22 € y 102,90 €; y en Torrevieja, según se ubique la vivienda en el casco o en urbanizaciones, se mueven en una horquilla de 80,42 € hasta 131,88 €. Sin embargo, en Orihuela, tabla rasa: todos lo mismo. Da igual que vivas en la Media Legua, la avenida de España, Colinas, Campoamor o San Antón. Nos interesan estas referencias por la envergadura de estos municipios y por las similitudes que guardan con nuestra querida Orihuela, aunque podríamos ir uno a uno de norte a sur de la provincia para que vean que lo de aquí es un auténtico sinsentido.

¿Tiene que pagar lo mismo el propietario de una segunda residencia por una vivienda que solo usa en vacaciones que por su residencia habitual?

Para quien quiera comprarle a Vegara o Mestre, que bien podrían ser la versión oriolana de dos de los hermanos Dalton, el discurso barato de que la culpa es de Pedro Sánchez, conviene explicarle que en las tres ciudades más pobladas de la provincia de Alicante gobierna el Partido Popular y que, curiosamente, por el simple hecho de ser ciudades españolas tienen al propio Pedro Sánchez como presidente del gobierno. Mismo presidente, tasa mucho más baja. Como broma está bien, ¡pero no engañen a la gente, por favor!.

¿Tiene que pagar lo mismo el propietario de una segunda residencia por una vivienda que solo usa en vacaciones que por su residencia habitual? ¿Genera los mismos residuos una casa donde una persona que vive sola que una casa habitada por una familia numerosa? ¿Es igual la economía del propietario de un chalet de varios ceros que la del dueño de una humilde casa en una zona degradada? ¿Es justo que nos hagan pagar el triple sin que el servicio se haya puesto en marcha? ¿Cuándo va a ponerse en marcha este servicio a través de la sociedad municipal? ¿Va a devolverle Vegara a los oriolanos parte de su dinero por el supuesto ahorro de más de 600.000 euros con el cambio de forma de gestión de las basuras? ¿Cómo se van a agilizar los procedimientos de contratación si una sociedad municipal, igual que el ayuntamiento, se rige por la Ley de Contratos del Sector Público? ¿Qué currículum adorna a Dámaso Aparicio para ser jefe de todo este tinglado a cambio de más de cien mil euros al año? ¿Y se fían de él? Las respuestas parecen claras.

Como buenos cristianos que aparentamos ser, en Orihuela somos desde hace años reos voluntarios de mentirosos y estafadores profesionales, viles e ignorantes políticos pertenecientes a una dinastía que, aunque no lo sabe –o sí, pero lo disimulan- siente desprecio por sus vecinos, por eso los maltratan sin el más mínimo rubor convencidos de que, con 202 euros menos pero barriga llena mediante, les volverán a apoyar en las urnas como cada cuatro años. Porque esa es la tragedia… O no, pues en la esencia de la verdadera fe está el pecado –que de eso aquí sabemos mucho-, y ya saben que mi añorado papa Francisco siempre defendió que todos somos hijos de Dios. También los que mienten. También los zascandiles y tragaldabas. También los que confunden la estulticia con osadía. También Vegara y Mestre.

Ya verán: después de las basuras –me juego el pescuezo-, viene el catastrazo.

Curiosa coincidencia, otro 2 de mayo, de 1808 en este caso, los madrileños se levantaron contra la ocupación francesa, encendiendo la mecha de la guerra de la independencia española. Siguiendo ese ejemplo de rebeldía y de unión frente a la amenaza, diez días después de haber sufrido este insultante robo, ya somos más de cien –y muchos más los que vienen- los oriolanos que hemos reclamado ante el ayuntamiento de Orihuela para mostrar nuestro rechazo a una tasa que nos convierte, para mal, en líderes de algo.

Asumiendo sin resignación que hasta el peor de los pecadores tiene en esta bendita ciudad las puertas del cielo abiertas, no nos queda otra opción que seguir en guardia. Ya verán: después de las basuras –me juego el pescuezo-, viene el catastrazo.

Debería ser San Pedro un poquito más exigente. Debería también subir ese listón el votante oriolano. Esa extraña conexión de lo divino y lo humano. Ya saben: habemus Papam, pagamus tasam.

Congratulations, Orihuela fans, we are the first! At last! It was about time! I feel like running through the streets of Alicante, Elche or Torrevieja emulating my admired Raúl in that glorious image in the Camp Nou when, after one of his goals, he ran defiantly looking towards the stands asking for silence with his index finger on his lips. Or like that Brazilian from Barça who did something similar at the Bernabéu, but with sleeve cuts to the crowd.

Dolón, what are you saying now? How quiet you are, Pablo Ruz! Barcala, has the mayor of Orihuela come out smart, eh? That now we have beaten them, gentlemen; that now we have wet their ears; that now we are the ‘namberguán’. Let the people of Elche and Torrevieja, Almoradí, Callosa, Albatera and Cox know it. Those from Elda. Let all of them and all the others know: Orihuela is the first.

On 2 May, a symbolic date, my bank was debited with the first instalment of the new rubbish collection tax. Like any other Orihuela resident, I have paid the first 101.44 € of the total of 202.87 € that we are going to pay from now on for the collection, transfer and treatment of solid urban waste, but allow me to seek support, not to make this a strictly personal cause and to share my opinion with anyone who honours me by reading my words about this abuse by the Orihuela government. If we talk about, to cite a few examples, the 294.55 euros for shops, the 420 euros to be paid by industries with up to five workers, the 685 euros for bars and cafes or the almost two thousand euros to be paid by restaurants, we should get serious, because this is anything but funny.

What is Dámaso Aparicio’s curriculum vitae to be the boss of all this racket in exchange for more than 100,000 euros a year? And do they trust him?

Tripling the amount of this tax was already more than enough reason – as we did from minute one – to raise our voice against it, showing our absolute rejection, but there are many more arguments that set our position. In the spirit of the European directive and Law 7/2022 of 8 April, which are the germ of the municipal ordinance that now suffocates so many Orihuela residents, the main objective is to move towards a circular economy, reducing the generation of waste and its environmental impact, values that even VOX, deniers of everything, seem to assume. Also prominent as an important concept is the idea of pay-as-you-throw, or what amounts to the same thing: as much waste you generate, so much you pay. But none of this has been taken into account in Orihuela to impose a tax that is clearly disproportionate, unjust, incoherent… And poorly processed!.

No more and no less than in Alicante, the capital of the province, the amounts per property range from 69.85 € to 144.94 € per year depending on the size and cadastral value; in Elche, depending on the category of the street, the rate is between 55.22 € and 102.90 €; and in Torrevieja, depending on whether the property is located in the town centre or in urbanisations, the rates range from 80.42 € to 131.88 €. In Orihuela, however, it’s the same for everyone. It doesn’t matter whether you live in Media Legua, Avenida de España, Colinas, Campoamor or San Antón. We are interested in these references because of the size of these municipalities and the similarities they have with our beloved Orihuela, although we could go one by one from north to south of the province so that you can see that what we have here is a real nonsense.

For anyone who wants to buy from Vegara or Mestre, who could well be Orihuela’s version of two of the Dalton brothers, the cheap discourse that Pedro Sánchez is to blame, it is worth explaining that in the three most populated cities in the province of Alicante the Partido Popular governs, and that, curiously, by the simple fact of being Spanish cities they have Pedro Sánchez himself as president of the government. Same president, much lower rate. As a joke it’s fine, but please don’t fool people!.

Does the owner of a second home have to pay the same for a holiday home as for his normal residence? Does a house where a person lives alone generate the same waste as a house inhabited by a large family? Is the economy of the owner of a villa with several zeros the same as that of the owner of a humble house in a run-down area? Is it fair that we are made to pay three times as much without the service having been implemented?When is this service going to be implemented through the municipal company? Is Vegara going to return part of the money to the Orihuela residents for the supposed saving of more than 600,000 euros with the change in the way the rubbish is managed? How are the contracting procedures going to be speeded up if a municipal company, just like the town hall, is governed by the Public Contracts Law? What is Dámaso Aparicio’s CV to be the head of this whole racket in exchange for more than a hundred thousand euros a year? And do they trust him?The answers seem clear.

Like the good Christians we pretend to be, in Orihuela we have for years been the willing victims of professional liars and swindlers, vile and ignorant politicians belonging to a dynasty who, although they don’t know it – or do know it, but conceal it – feel contempt for their neighbours, so they mistreat them without the slightest blush, convinced that, with 202 euros less but with a full belly, they will again support them at the ballot box as they do every four years. Because that is the tragedy… Or not, because at the essence of true faith is sin – and we know a lot about that here – and you know that my beloved Pope Francis always defended that we are all children of God.Even those who lie.Also those who are lazy and lazy.  Also those who confuse foolishness with audacity. Also Vegara and Mestre.

Curious coincidence, another 2nd of May, in 1808 in this case, the people of Madrid rose up against the French occupation, lighting the fuse of the Spanish war of independence.
Following this example of rebellion and unity in the face of threat, ten days after suffering this insulting robbery, there are already more than a hundred of us – and many more to come – Orihuela residents who have complained to the Orihuela Town Hall to show our rejection of a tax that makes us, for the worse, leaders of something.

Assuming without resignation that even the worst of sinners have the gates of heaven open to them in this blessed city, we have no choice but to remain on our guard.You’ll see: after the rubbish – I’ll bet my neck on it – comes the catastrazo.
