El actual concejal de urbanismo del Partido Popular en el gobierno, Matías Ruiz, firmó informes incluidos en el expediente como ingeniero civil para la promotora, en un trabajo anterior a su etapa de concejal. No obstante, niega que la zona de rio Nacimiento donde se quiere construir “no es inundable en 500 años”, algo que desmienten los datos.

Tal circunstancia no fue comunicada antes de su nombramiento, si bien el edil Ruiz asegura que al asumir la concejalía en junio de 2023, solicito a los servicios técnicos municipales que le excluyeran de cualquier decisión, trasladando la responsabilidad al alcalde popular Pepe Vegara, para evitar «cualquier sombra de conflicto de intereses«.

Los documentos firmados por Matias Ruiz como técnico para la promotora son el estudio de hidrología y drenaje de mayo de 2022, donde Ruiz certifica que las escorrentías de lluvia de la urbanización no se ve afectado por el sistema de drenaje de la N-332 y el documento inicial estratégico de julio 2019, memoria base para la modificación urbanística que se solicita.

No se ha aclarado si la alcaldía sabia de la implicación de Ruiz antes de su nombramiento, pero lo que parece evidente es que el voto plenario de Ruiz queda comprometido por el conflicto de intereses, tal y como aconsejan organizaciones en pro de la transparencia que exigen que los cargos públicos renuncien a intervenir en proceso. No obstante, la coalición PP-VOX cuenta con la mayoría suficiente aún sin el voto del concejal implicado.

It has not been clarified whether before his appointment, the mayor’s office knew of the involvement with municipal projects underway, but what seems clear is that Ruiz’s plenary vote is compromised by the conflict of interest, as advised by pro-transparency organisations that demand that public officials renounce to intervene in the process.
