El ayuntamiento de Orihuela ha iniciado el asfaltado de algunas zonas de Orihuela Costa. En concreto, ha sido asfaltada la calle Pavo Real, acceso desde Orihuela Costa al Instituto de Educación Secundaria del mismo nombre, el unico de la costa. Esta tramo fue objeto hace dos semanas de un amplio reportaje en el programa de televisión española, Mañaneros, titulado «La Ruta del Bache» donde decenas de vecinos protestaron en directo por el nefasto estado en de los viales de Orihuela Costa.

A raíz del programa de televisión, el ayuntamiento de la localidad parece haber agilizado los trabajos de mantenimiento que llevaban paralizados desde el mes de febrero pasado tras rescindir su contrato la empresa mantenedora, después de siete años de dar un servicio irregular, con problemas de pagos y desencuentros por el servicio prestado.

Parece que la presión de los vecinos convocados por Unidos x la Costa y PIOC, principalmente, así como los numerosos escritos, denuncias y publicaciones en las redes sociales de la zona, ha acelerado, al menos, el asfaltado de esta calle transitada a diario por numerosos vecinos al ser el paso natural entre Playa Flamenca y Villamartin por encima de una pasarela de la AP7.

Atrás han quedado las excusas del ejecutivo respecto a la tardanza en hacerse cargo del mantenimiento a traves de una nueva empresa publica o las alegaciones sobre que este tramo en concreto es de propiedad particular, lo que pudiendo ser cierto, no es más que otra gestión urbanística discutible en la larga historia de despropósitos que se conocen en Orihuela Costa.

Si bien parece ser que el terreno es de propiedad particular, el ayuntamiento no efectuó en su momento la correspondiente expropiación bastándole en aquel entonces un permiso verbal del dueño con el que ahora hay que negociar un acuerdo final que dote al vial de titularidad jurídica. No hay más que consultar el catastro de la zona para darse cuenta de la anomalía.

No se sabe que 11 calles van a ser asfaltadas. No se conocen los criterios tecnicos aplicados

Además de esta calle, el ayuntamiento tiene previsto invertir en un plan de urgencia un millón de euros para el asfaltado de 11 viales de la costa. Los criterios técnicos por los que el ejecutivo ha elegido estos viales y no otros viene siendo objeto de discusión entre los vecinos de Unidos x la Costa y las concejalías de la Costa y e Infraestructuras que ostentan, Manuel Mestre de VOX y Victor Valverde del PP.

A través de escritos y reuniones, Unidos x la Costa ha venido solicitando los criterios que ha utilizado el ejecutivo para determinar que viales son los que necesitan ser asfaltados con más urgencia. Esta solicitud de transparencia viene del verano pasado, donde miembros de Unidos solicitaron al alcalde Vegara conocer los planes de asfaltado para la zona.

Agrio enfrentamiento entre Unidos x la Costa y el Concejal de la Costa

Lejos de conseguir información, la solicitud de la AA.VV ha acabado derivando en un agrio enfrentamiento entre el concejal Manuel Mestre que se hizo patente en el pleno del pasado jueves 24 de abril. Tras una pregunta ciudadana del presidente de Unidos, Tomás Moreno, Mestre cargó contra la asociación acusándola de «falsedad, injusticia, falta de trabajo serio y responsable, falta de fundamento, ignorancia de la dedicación y del esfuerzo«, afirmando que en una reciente reunión con un representante de la AA.VV se e entregó un listado de las once calles a asfaltar.

Lo cierto es que el concejal de infraestructuras, Victor Valverde, reconoció en ese mismo pleno que el Ayuntamiento de Orihuela no tiene recogidos criterios técnicos y se remitió a los que se aplican en Cartagena, donde si están protocolizados. Valverde los enumero refiriéndose a la carga de trafico, vías infradotadas para la carga de trafico, el agotamiento del material o el porcentaje de vía dañada frente a la no dañada,criterios que a fecha de hoy no se sabe como se han aplicado.

Television gets the access to the Orihuela Costa Secondary School asphalted

Orihuela Costa Town Hall has started the asphalting of some areas of Orihuela Costa. Specifically, the Pavo Real street, the access from Orihuela Costa to the only secondary school of the same name, has been asphalted. This area was the subject a fortnight ago of an extensive report on the Spanish television programme, Mañaneros, entitled «La Ruta del Bache» where dozens of residents protested live on air about the poor state of the roads in Orihuela Costa.

As a result of the TV programme, the local council seems to have speeded up the maintenance work which had been paralysed since last February after the maintenance company terminated its contract, after seven years of providing an irregular service, with payment problems and disagreements over the service provided.

It seems that the pressure from the residents, mainly from Unidos x la Costa and PIOC, as well as the numerous writings, complaints and publications on social networks in the area, has at least speeded up the asphalting of this street, which is used daily by many residents as it is the natural passage between Playa Flamenca and Villamartin over a footbridge of the AP7.

Gone are the excuses of the executive regarding the delay in taking over maintenance through a new public company, or the allegations that this particular stretch of road is private property, which may be true, but is just another questionable urban development management in the long history of mismanagement in Orihuela Costa.

Although it appears that the land is private property, the Ayuntamiento did not carry out the corresponding expropriation at the time, and at that time only had the verbal permission of the owner, with whom it is now necessary to negotiate a final agreement to give the road legal title. One only has to consult the land registry of the area to see the anomaly.

It is not known that 11 streets are to be asphalted. The technical criteria applied are not known

In addition to this street, the municipality plans to invest one million euros in an emergency plan for the asphalting of 11 streets along the coast. The technical criteria by which the executive has chosen these roads and not others has been the subject of discussion between the residents of Unidos x la Costa and the Concejalía de la Costa and the Concejalía de Infraestructuras, which is held by Manuel Mestre of VOX and Victor Valverde of the PP.

Through letters and meetings, Unidos x la Costa has been requesting the criteria used by the executive to determine which roads need to be asphalted most urgently. This request for transparency dates back to last summer, when members of Unidos asked Mayor Vegara for information on the asphalting plans for the area.

Sour confrontation between Unidos x la Costa and the Councillor for the Coast

Far from getting information, the request from the AA.VV has ended up in a bitter confrontation between Councillor Manuel Mestre which became apparent at the plenary session on Thursday 24th April. Following a citizen’s question from the president of Unidos, Tomás Moreno, Mestre accused the association of «falsehood, injustice, lack of serious and responsible work, lack of foundation, ignorance of dedication and effort», claiming that in a recent meeting with a representative of the AAV a list of the eleven streets to be asphalted was given to him.

Unidos wanted to «clarify that the list Mr. Mestre claims to have given to the person from the association who came to collect the technical reports on the areas to be patched or asphalted was a series of photographs of the roads where action is planned». For the association «this is far from being the requested reports, drawn up by the technicians, with the selection of the places where action will be taken».

The truth is that the Councillor for Infrastructure, Victor Valverde, acknowledged in the same plenary session that the Ayuntamiento de Orihuela does not have technical criteria and referred to those applied in Cartagena, where they are registered. Valverde enumerated these criteria, referring to traffic load, underloaded roads, exhaustion of material, and the percentage of damaged versus undamaged roads, criteria which to date are not known how they have been applied.
