Partidos de la oposición (Cambiemos Orihuela) y de la costa (PIOC), así como asociaciones de vecinos del litoral (Unidos x la Costa) critican con dureza el incremento del 300% en la tasa de basura de todo Orihuela y, específicamente, en lo que afecta a la costa y pedanías. Todos coinciden en la falta de criterio técnico fiable que no tiene en cuenta el uso de la vivienda (permanente o estacional), los metros cuadrados, sus ocupantes o el tipo de residuo generado.
Para Cambiemos Orihuela (dos concejales en la oposición), la tasa de basura – que se ha triplicado para muchas familias – es abusiva, injusta y está mal planificada. “Durante años, el PP ignoró la necesidad de adaptar la tasa de forma progresiva y mejorar el servicio. Ahora, su mala gestión y la del actual gobierno han cargado todo el coste de golpe sobre la ciudadanía”.
Para Cambiemos, la nueva tasa no distingue entre barrios, pedanías o la costa ya que “se paga lo mismo, vivas donde vivas, tengas la casa que tengas. Un agravio comparativo en toda regla. Mientras prometían inversiones millonarias que nunca llegaron, no han hecho nada para evitar este mazazo a los bolsillos. Otra vez, pagamos más sin ver mejoras. La incompetencia de unos, la sufrimos todos”.

PIOC (Partido por la Independencia de la Costa), formación más votada en los distritos de la costa en los comicios municipales de 2023, a traves de su presidente, Román Jimemez, abunda en los mismos argumentos para incidir en la escasa lógica de que pague la misma tasa un piso de residencia habitual ocupado por una unidad familiar que viviendas de temporada que no se ocupan todo el año u ocupan una sola persona: “paga lo mismo un piso ocupado por una sola persona que otro donde viven tres o cuatro”.
Unidos x la Costa anima impugnar el recibo de la basura
La asociación vecinal Unidos x la Costa ha puesto en marcha una campaña para que los vecinos que ya hayan pagado la cuota del primer semestre (101 euros) la recurra a través de una reclamación económico-administrativa dirigida al Ayuntamiento de Orihuela antes del próximo 2 de junio.
Unidos considera que el tasazo es “ilegal, ya que el importe debe determinarse en función de la cantidad de basura generada, mientras que la modificación municipal hace tabla rasa, siendo la misma cantidad para todas las viviendas del municipio sin tener en cuenta los metros cuadrados de cada vivienda, ni el número de residentes, ni el uso del inmueble, ni la categoría de la calle, ni el tipo de residuo generado”.

El incremento de la tasa fue aprobada en pleno municipal y se justifico en base a que la tasa no se actualiza desde 2019, mientras los costes del servicio han subido un 22% por la inflación y el transporte. “O pagamos lo que cuesta o recortamos camiones y personal. El aumento no es caprichoso“.
Para el alcalde popular José Vegara “no es una subida, es una actualización técnica. Si no la hacemos, tendremos que reducir la recogida en pedanías o despedir trabajadores» y se comprometió a que “cada euro irá a mejorar el servicio: 20 nuevos operarios y contenedores soterrados en el casco histórico».
El ayuntamiento aplica bonificaciones de hasta el 50 % para pensionistas con bajos ingresos o familias numerosas. Sin embargo, el plazo para solicitar estas ayudas se cerró en el mes de marzo por lo que ahora, cuando la mayoría de los vecinos se están enterando del incremento al recibir el primer recibo semestral, ya es técnicamente imposible solicitarlas.
Criticism of Orihuela’s rubbish tax increase intensifies
Opposition parties (Cambiemos Orihuela) and from the coast (PIOC), as well as coastal residents’ associations (Unidos x la Costa) are harshly criticising the 300% increase in the rubbish tax for the whole of Orihuela and, specifically, as it affects the coast and pedanías. All agree that there is a lack of reliable technical criteria which does not take into account the use of the property (permanent or seasonal), the square metres, its occupants or the type of waste generated.
For Cambiemos Orihuela (two councillors in opposition), the rubbish tax – which has tripled for many families – is abusive, unfair and badly planned. ‘For years, the PP ignored the need to adapt the rate progressively and improve the service. Now, its mismanagement and that of the current government has dumped the entire cost on the public.
For Cambiemos, the new rate does not distinguish between neighbourhoods, districts or the coast as ‘you pay the same, wherever you live, whatever house you have. It’s a real comparative offence. While they promised millions in investments that never arrived, they have done nothing to avoid this blow to our pockets. Once again, we pay more without seeing improvements. The incompetence of some, we all suffer’.
PIOC (Partido por la Independencia de la Costa), the most voted party in the districts of the coast in the municipal elections of 2023, through its president, Román Jimemez, abounds in the same arguments to emphasise the lack of logic of paying the same rate for a flat occupied by a family unit as for seasonal homes that are not occupied all year round or are occupied by a single person: ‘a flat occupied by a single person pays the same rate as another where three or four people live’.
Unidos x la Costa encourages challenging the rubbish bill
The neighbourhood association Unidos x la Costa has launched a campaign for residents who have already paid the first half-yearly fee (101 euros) to appeal by means of an economic-administrative complaint addressed to Orihuela Town Hall before the 2nd June.
Unidos considers the tax to be ‘illegal, as the amount should be determined according to the amount of waste generated, while the municipal modification makes a clean sweep, being the same amount for all homes in the municipality without taking into account the square metres of each home, the number of residents, the use of the property, the category of the street, or the type of waste generated’.

The rate increase was approved in municipal plenary and was justified on the grounds that the rate has not been updated since 2019, while the costs of the service have risen by 22% due to inflation and transport. ‘Either we pay what it costs or we cut trucks and staff. The increase is not capricious.’
For the popular mayor José Vegara ‘it’s not a rise, it’s a technical update. If we don’t do it, we will have to reduce collection in the districts or lay off workers’ and he pledged that “every euro will go to improving the service: 20 new workers and underground containers in the old town”.
The council applies rebates of up to 50% for low-income pensioners or large families. However, the deadline for applying for these subsidies closed in March, so now, when most residents are finding out about the increase when they receive their first six-monthly bill, it is technically impossible to apply for them.
