OrihuelaCostaLibre ha mantenido una conversación con Quique Montero, concejal de Cambiemos Orihuela, dos ediles de los veinticinco del pleno municipal. El joven político ha reconocido no estar contento con lo que Orihuela, su pueblo natal, ha hecho con la costa. Aboga por un cambio de mentalidad de Orihuela con su litoral, señala la inutilidad de Rocio Ortuño, concejala del PP, como responsable de la situación de la recogida de residuos y se teme que la autopista proyectada entre Torrevieja y Orihuela será de peaje.

Q.M – Está empezando a surgir un sentido de pertenencia en Orihuela Costa pero no parece que para bien respecto a Orihuela…

Tiene que cambiar la mentalidad para Orihuela Costa. La de hace 20 años no es la de ahora, entonces la población era muy estacional, no necesitábamos tantos servicios como ahora mismo. La población ha cambiado, hace vida todo el año y Orihuela Costa no esta preparada para ello. Ahora están aquí sus hijos, sus nietos, que se han quedado a vivir y necesitan educación, sanidad y prestaciones culturales. El modelo que se ha seguido no tiene una lógica, es construir, construir y construir sin ningún sentido, ni ordenación del territorio para arrasar el medio ambiente, el paisaje y biodiversidad. Un sentido de pertenencia esta empezando a surgir en OC y esta surgiendo en negativo hacia Orihuela. Hay gente que ya ha nacido en Orihuela Costa.

Q.M – ¿Esta contento con lo que Orihuela ha hecho con su litoral?

En absoluto, hemos mantenido una situación inmobiliaria voraz y no hemos tenido ninguna contemplación. El paisaje del litoral ha desaparecido, ya no existe. Lo que estamos viviendo es un colapso en todos los sentidos: educativo, sanitario, infancia, cultural. No se esta dando salida a la demanda de los vecinos, no se les tiene en cuenta. Orihuela nunca ha tenido en consideración lo que Orihuela Costa necesita. Sigue creyendo que es solo un lugar vacacional y esto ya no es así.

Q.M – Sobre el «tasazo», el vecino de Orihuela Costa tiene la sensación de que no ha mejorado el servicio a pesar de subir el recibo un 300%

Evidentemente, se sube para la mejora del servicio pero lo que nunca se dice es que ya se habían habilitado modificaciones de crédito con cargo a remanente por 8 millones para la mejora del servicio y… ¿donde están?. El primer millón y medio, se caduco sin gastar y los siguientes dos millones están viendo que lo tienen que revisar porque no acaban de gastarse.

Han estado anunciando medidas – todas a corto plazo – porque no llegan a tiempo con los plazos de adjudicación y lo que realmente pasa es que el dinero que tienen para gastar en recogida de residuos vuelven a la caja sin gastar porque son incapaces de gestionarlo.

Q.M – Se dice que hay tres camiones de la costa rotos que no se reparan o reponen, ¿es eso cierto?

Si este gobierno hubiera sido capaz de gestionar el millón y medio que había presupuestados se podían haber comprado los camiones, las sopladoras, las papeleras y el material necesario para ofrecer un buen servicio, pero han sido incapaces.

Q.M – ¿Y es ineficacia o hay algún interés oculto en no gastar el dinero para utilizarlo en otras cosas ?

Es pura inutilidad, Rocio Ortuño – la edil del PP encargada del asunto – no llega a nada… No ha llegado al mercadillo medieval, a las comisiones de fiestas de los barrios y pedanías del municipios. No llega a nada.

Q.M – ¿Por que no hace más Orihuela para comunicar con la costa, para mejorar el transporte entre la ciudad y las distintas pedanias?

Todo parte de un modelo centralista que cree que todo tiene que pasar por Orihuela Centro, que todo tiene que estar alli. Te pongo un ejemplo,se está proyectando una inversión multimillonaria para construir un complejo deportivo en el barrio de los Huertos.

Orihuela se va a gastar 25 ó 30 millones para construir un equipamiento deportivo que solo van a usar los que vivan cerca porque no hay trasporte desde ningún punto del municipio. ¿O es que vamos luego a gastarnos otros 25 en construir otro complejo en la costa para atender a su población y a las pedanías del sur ?. No será mejor tener una buena red de transporte urbano y una red de instalaciones repartidas en distintas zonas pero bien conectadas entre ellas antes de acometer más inversiones millonarias?.

Q.M – Entonces, ¿cual es la solución o las soluciones?.

Tendríamos que empezar a actuar para conseguir una descentralización efectiva de Orihuela para que no solo Orihuela Costa, sino las pedanías – donde hay una gran desigualdad, unas tienen equipamientos, otras no – empiecen a tener más peso en las decisiones que les afectan.

Q.M – Pero para eso están las Juntas de Distrito.

Las Juntas de Distrito están mal diseñadas. Como no sabían que hacer con ellas, se les dio la posibilidad de hacerse cargo de los presupuestos participativos, que es un asunto que nada tiene que ver con lo que debería ser una Junta de Distrito. Y no tiene ningún sentido porque los concejales de cada área ya tienen un presupuesto para mantener su servicio y acometer proyectos.

A las juntas de distrito se les engaño con los presupuestos participativos cuando estos , muy limitados a ciertos proyectos, tienen que tener otra vía administrativa. Decir a las juntas que iban a ser ellas las que gestionaran los proyectos es uno de los mayores engaños que se ha hecho a los vecinos de la costa.

Q.M – ¿Por que los vecinos de la costa no participan de las fiestas de Orihuela , como Moros y Cristianos o la Semana Santa oriolana que, ademas, son celebraciones muy atractivas turisticamente ?.

Pues en gran parte es culpa nuestra, de los oriolanos. No se trata de repetir en la costa unas fiestas que son de la ciudad, que se llevan celebrando en la ciudad desde hace decenas, incluso centenares de años. Se trata de acercar a los residentes de la costa y las pedanías a estas fiestas, de darlas a conocer entre ellos y facilitar que puedan acercarse mediante una lanzadera, que conozcan la cultura de la ciudad que les acoge. Se que se ha hecho, pero de forma insuficiente. Falta comunicación y ganas de trabajar por la integración de los residentes de la costa.

Q.M – Pero tampoco se les ayuda mucho en sus propias celebraciones…

Es cierto, los vecinos de la costa van celebrando sus propias fiestas. En la construcción de la identidad del vecino de Orihuela Costa hay que tener en cuenta las múltiples nacionalidades y que estas traen sus propias costumbres y celebraciones.

Un buen ejemplo son las fiestas de San Patricio que la comunidad irlandesa ha incorporado a las celebraciones, o el carnaval de la costa, que este año no ha sido subvencionado por el ayuntamiento, o la celebración de navidad en la Playa de la Zenia que cada año va cogiendo más importancia con miles de participantes.

Hay que apoyar esas fiestas para darles continuidad, para que formen parte de la cultura de la costa, igual que cada pedania tiene sus celebraciones propias. No se trata de enfrentar culturas sino de sumarlas.

Q.M – Otro asunto, las comunicaciones por carretera. Han anunciado un desdoblamiento de Torrevieja a Orihuela y “disfrutamos” del único tramo con peaje con una N332 colapsada. ¿Cree que la autopista anunciada sera de peaje?

Me temo que si, que va a ser de peaje. El hecho de que este tramo de Orihuela sea de peaje y que las comunicaciones de la costa con el interior sean tan malas nos esta perjudicando a todos los niveles, y no solo a la costa, también a nivel comarcal. Es un desastre económico y social que tengamos las peores comunicaciones del sur de Alicante.

Q.M – Cambiemos ha propuesto implantar el transporte urbano para comunicar la costa con el cetro y todas las pedanías o incluso un transporte a demanda mediante un minibus subvencionado , poniendo como ejemplo iniciativas parecidas en otros municipios. La propuesta fue votada por todos los grupos ¿para cuándo?

Partiendo de la base de que aprueban mociones que luego no cumplen, no soy muy optimista con que esta legislatura el equipo de gobierno haga nada más que lo que hace, que es nada. No saben lo que tienen entre manos. Te voy a poner un ejemplo, para que parezca que hacen algo se han inventado un plan que se llama REACTIVAR ORIHUELA con actividades en el centro de Orihuela para jóvenes y niños; pues a nadie se le ha ocurrido pensar como van a llegar esos jóvenes y niños, ya no desde la costa, sino desde las pedanías más cercanas hasta la ciudad por lo que el plan será, desgraciadamente y una vez más, para los que puedan ir en coche desde fuera de la ciudad o andando dentro de ella. No tiene ningún sentido.

Q.M – Y para organizar el transporte dentro del propio municipio, ¿que se puede hacer?

Pues el PEMS (Plan Municipal Urbano Sostenible) del año 2023 sería un buen punto de partida, En este plan se establecen medidas para comunicar Orihuela por distintos medios. Se proponen carriles bici y peatonales y se estudian las comunicaciones entre Orihuela y sus pedanías, pero lleva dos años parado por inutilidad, porque no les interesa o están a otras cosas.

Lo que no tiene ninguna lógica es que Orihuela tenga una parada de AVE que comunica en menos de tres horas con Madrid y que los vecinos de Orihuela no tengan ninguna posibilidad de acceder a estos trenes por no tener transporte urbano. Ningún sentido, estamos tirando el dinero.

OrihuelaCostaLibre has had a conversation with Quique Montero, councillor of Cambiemos Orihuela, two councillors out of the twenty-five in the municipal plenary. The young politician acknowledged that he is not happy with what Orihuela, his home town, has done with the coast. He advocates a change in Orihuela’s mentality towards its coastline, points to the uselessness of Rocio Ortuño, PP councillor, as being responsible for the waste collection situation, and fears that the planned motorway between Torrevieja and Orihuela will be a toll road.

Q.M – A sense of belonging is beginning to emerge in Orihuela Costa but it doesn’t seem to be for the good of Orihuela?

The mentality has to change for Orihuela Costa. The mentality of 20 years ago is not the same as it is now, then the population was very seasonal, we didn’t need as many services as we do now. The population has changed, they live all year round and Orihuela Costa is not prepared for that. Now their children and grandchildren are here, they have stayed and they need education, health and cultural services. The model that has been followed has no logic, it is to build, build and build without any sense, nor land use planning to destroy the environment, the landscape and biodiversity. A sense of belonging is beginning to emerge in OC and is emerging in the negative towards Orihuela. There are people who were born in Orihuela Costa.

Q.M – Are you happy with what Orihuela has done with its coastline?

Not at all, we have maintained a voracious real estate situation and we have not had any contemplation.The coastal landscape has disappeared, it no longer exists. What we are experiencing is a collapse in all senses: education, health, childhood, culture. The demands of the local residents are not being met, they are not being taken into account.Orihuela has never taken into consideration what Orihuela Costa needs.It continues to believe that it is only a holiday resort and this is no longer the case.

Q.M – Regarding the ‘tasazo’, the residents of Orihuela Costa have the feeling that the service has not improved despite a 300% increase in the bill.

Evidently, it is being raised to improve the service, but what is never said is that credit modifications had already been made for 8 million euros for the improvement of the service and… where are they?The first million and a half expired without being spent and the next two million are being reviewed because they have not been spent.

They have been announcing measures – all short term – because they are not on time with the award deadlines and what is really happening is that the money they have to spend on waste collection is going back into the till unspent because they are incapable of managing it.

‘Rocio Ortuño (PP), councillor for waste collection and street cleaning, is pure uselessness. She has achieved nothing. She has not been able to manage the budget she had’.

Q.M – It is said that there are three broken trucks on the coast that are not being repaired or replaced, is this true?

If this government had been able to manage the 1.5 million that was budgeted they could have bought the lorries, the blowers, the bins and the material necessary to provide a good service, but they have been incapable of doing so.

Q.M – And is it inefficiency or is there some hidden interest in not spending the money to use it for other things?

It is pure uselessness, Rocio Ortuño – the PP councillor in charge of the matter – does not get anywhere… She has not reached the medieval market, the festival committees of the neighbourhoods and districts of the municipality.It doesn’t get anywhere.

Q.M – Why doesn’t Orihuela do more to communicate with the coast, to improve transport between the city and the various pedanias?

It is all part of a centralist model that believes that everything has to go through Orihuela Centro, that everything has to be there.To give you an example, a multimillion dollar investment is being planned to build a sports complex in the Huertos district.

Orihuela is going to spend 25 or 30 million to build a sports facility that only those who live nearby are going to use because there is no transport from anywhere in the municipality. Or are we then going to spend another 25 million to build another complex on the coast to serve its population and the southern districts? Wouldn’t it be better to have a good urban transport network and a network of facilities spread over different areas but well connected with each other before we invest millions more?

Q.M – So what is the solution or solutions?

We should begin to act to achieve an effective decentralisation of Orihuela so that not only Orihuela Costa, but also the pedanías – where there is great inequality, some have facilities, others do not – begin to have more say in the decisions that affect them.

‘The Juntas de Distrito are badly designed. Telling the Juntas that they were going to manage their projects is the biggest deception that has ever been made to the residents of the coast’.

Q.M – But that is what the District Councils are for.

The District Councils are badly designed. As they didn’t know what to do with them, they were given the possibility of taking charge of participatory budgets, which is an issue that has nothing to do with what a District Council should be.And it makes no sense at all because the councillors of each area already have a budget to maintain their service and undertake projects.

The district councils were deceived with the participatory budgets when these, very limited to certain projects, have to have another administrative channel. Telling the councils that they were going to be the ones to manage the projects is one of the biggest deceptions that has been made to the residents of the coast.

Q.M – Why do the residents of the coast not participate in the fiestas of Orihuela, such as the Moors and Christians or the Orihuela Holy Week, which are also very attractive celebrations for tourists?

Well, it is largely our fault, the fault of the Orihuela locals.It is not a question of repeating on the coast festivities that belong to the city, that have been celebrated in the city for dozens, even hundreds of years.  It is a question of bringing the residents of the coast and the districts closer to these fiestas, of making them known among them and making it easier for them to get closer by means of a shuttle, to get to know the culture of the city that welcomes them. I know it has been done, but not enough. There is a lack of communication and willingness to work for the integration of coastal residents.

Q.M – But they are not helped much in their own celebrations either?

It is true, the residents of the coast are celebrating their own festivities.In the construction of the identity of the residents of Orihuela Costa one has to take into account the multiple nationalities and the fact that they bring their own customs and celebrations.

A good example is the St. Patrick’s Day celebrations which the Irish community has incorporated into the celebrations, or the carnival on the coast, which this year has not been subsidised by the town hall, or the Christmas celebrations on the Zenia beach which each year is gaining in importance with thousands of participants.

We have to support these fiestas to give them continuity, so that they form part of the culture of the coast, just as each district has its own celebrations.It is not a question of confronting cultures but of joining them together.

Q.M – Another issue, road communications. They have announced a dual carriageway from Torrevieja to Orihuela and we ‘enjoy’ the only section with a toll with a collapsed N332. Do you think that the announced motorway will be a toll road?

fear that yes, it is going to be a toll road. The fact that this section of Orihuela is a toll road and that communications from the coast to the interior are so bad is damaging us at all levels, and not only on the coast, but also at a regional level. It is an economic and social disaster that we have the worst communications in the south of Alicante.

‘I am afraid that the new motorway is going to be a toll road and this is an economic and social disaster for the whole region’.

Q.M – Cambiemos has proposed to implement urban transport to communicate the coast with the centre and all the districts or even transport on demand by means of a subsidised minibus, using similar initiatives in other municipalities as an example. The proposal was voted for by all the groups, for when?

On the basis that they approve motions that they then do not comply with, I am not very optimistic that this legislature the government team will do anything more than what they are doing, which is nothing. They don’t know what they have in their hands. I am going to give you an example, to make it look like they are doing something they have invented a plan called REACTIVAR ORIHUELA with activities in the centre of Orihuela for young people and children; nobody has thought about how these young people and children are going to get there, not from the coast, but from the nearest districts to the city, so the plan will be, unfortunately and once again, for those who can go by car from outside the city or walk within it. It makes no sense at all.

‘They don’t know what they are doing and they will continue to do what they are doing, which is nothing’.

Q.M – And to organise transport within the municipality itself, what can be done?

The PEMS (Plan Municipal Urbano Sostenible) of 2023 would be a good starting point. This plan establishes measures to communicate Orihuela by different means. Bicycle and pedestrian lanes are proposed and communications between Orihuela and its pedanías are studied, but it has been stopped for two years due to uselessness, because they are not interested or because they are busy with other things.

What does not make any sense is that Orihuela has an AVE stop that connects in less than three hours with Madrid and that the residents of Orihuela have no possibility of accessing these trains because they have no urban transport. It makes no sense, we are throwing money away.
