«Blackout» es un anglicismo que se utiliza cuando nos referimos a una pérdida total de luz y/o comunicaciones, como la sucedida el pasado lunes, 28 de Abril. Vamos, un apagón, si hablamos en la lengua de Cervantes. Ningún término mejor para definir la situación que sufren los vecinos de Orihuela Costa en relación con los servicios básicos de mantenimiento que “disfrutan”, todos ellos a cargo del Sr. Mestre, Concejal de Costa y Playas.

Veamos….

Como consecuencia de la inacción del Sr. Mestre –y su compañero de gobierno, Sr. Valverde, concejal de Infraestructuras-, no se licitó un nuevo contrato, por lo que, desde primeros de febrero pasado, se suspendió este servicio esencial.

Tres meses sin servicio, y lo que queda.

𝐒𝐞𝐫𝐯𝐢𝐜𝐢𝐨 𝐝𝐞 𝐦𝐚𝐧𝐭𝐞𝐧𝐢𝐦𝐢𝐞𝐧𝐭𝐨 𝐝𝐞 𝐳𝐨𝐧𝐚𝐬 𝐯𝐞𝐫𝐝𝐞𝐬, 𝐚𝐫𝐛𝐨𝐥𝐚𝐝𝐨 𝐲 𝐚́𝐫𝐞𝐚𝐬 𝐢𝐧𝐟𝐚𝐧𝐭𝐢𝐥𝐞𝐬 𝐭𝐨𝐭𝐚𝐥𝐦𝐞𝐧𝐭𝐞 𝐢𝐧𝐬𝐮𝐟𝐢𝐜𝐢𝐞𝐧𝐭𝐞 𝐩𝐚𝐫𝐚 𝐥𝐚𝐬 𝐧𝐞𝐜𝐞𝐬𝐢𝐝𝐚𝐝𝐞𝐬 𝐝𝐞 𝐥𝐚 𝐜𝐨𝐬𝐭𝐚

Desde primeros de febrero pasado empezó a prestarse por la empresa municipal ILDO, pero los resultados son muy escasos como consecuencia de que los recursos operativos son muy inferiores a las grandes necesidades de la costa, cuyas áreas verdes e infantiles llevan muchos años de abandono.

Hemos detectado que ILDO solo cubre el mantenimiento de 1,1 millones de metros cuadrados, menos de la mitad de la superficie ajardinada de la costa (2,5 millones de metros cuadrados). Y en cuanto al número de palmeras, solo cubre 2.700 palmeras de las 7.000 que componen el palmeral de la costa.

𝐄𝐥 𝐬𝐞𝐫𝐯𝐢𝐜𝐢𝐨 𝐝𝐞 𝐦𝐚𝐧𝐭𝐞𝐧𝐢𝐦𝐢𝐞𝐧𝐭𝐨 𝐝𝐞𝐥 𝐚𝐥𝐮𝐦𝐛𝐫𝐚𝐝𝐨 𝐩𝐮́𝐛𝐥𝐢𝐜𝐨 𝐟𝐮𝐧𝐜𝐢𝐨𝐧𝐚 𝐜𝐨𝐧 𝐮𝐧 𝐜𝐨𝐧𝐭𝐫𝐚𝐭𝐨 𝐪𝐮𝐞 𝐥𝐥𝐞𝐯𝐚 𝐦𝐮𝐜𝐡𝐨𝐬 𝐚𝐧̃𝐨𝐬 𝐯𝐞𝐧𝐜𝐢𝐝𝐨,

… y no hay atisbos de que se esté preparando uno nuevo.

𝐎𝐩𝐞𝐫𝐚𝐜𝐢𝐨́𝐧 𝐝𝐞 𝐛𝐚𝐜𝐡𝐞𝐨 𝐜𝐨𝐧 𝐮𝐧 𝐜𝐨𝐧𝐭𝐫𝐚𝐭𝐨 𝐝𝐞 𝐞𝐦𝐞𝐫𝐠𝐞𝐧𝐜𝐢𝐚

Tarde y mal, el Sr. Mestre ha puesto en marcha hace unos días una operación de bacheado, por un importe de 95.000 euros y dos meses de plazo, ante la fuerte presión vecinal.
Nuestra asociación gestionó la presencia de las cámaras de TV ante las cuales los vecinos mostraron su indignación.
Esta operación no hubiera sido necesaria si la contrata de mantenimiento de viales hubiera seguido prestando sus servicios por haberse licitado un nuevo contrato, como era la obligación de los Sres. Mestre y Valverde.
El bacheo nos ha permitido conocer las dotes de meteorólogo del concejal de la costa, que se ha permitido decir en la web municipal que “las últimas lluvias del mes de marzo y abril deterioraron enormemente los viales”.
El Sr. Mestre conoce perfectamente –y si no fuera así, sería una muestra más de su ineptitud- que desde que llegó a la concejalía de la costa, hace casi dos años, no se ha facilitado asfalto al contratista responsable del bacheado, razón por la cual los baches se rellenaban con tierra o cemento, o se dejaban estar.

𝐄𝐣𝐞𝐜𝐮𝐜𝐢𝐨́𝐧 𝐩𝐫𝐞𝐬𝐮𝐩𝐮𝐞𝐬𝐭𝐚𝐫𝐢𝐚 𝐝𝐞 𝐦𝐞𝐧𝐨𝐬 𝐝𝐞𝐥 𝟕%

El “apagón” de servicios de la costa culmina en una pírrica ejecución, por debajo del 7%, de las inversiones presupuestarias aprobadas en 2024 y 2025, por valor de unos 32 millones de euros.
Siguen pendientes inversiones críticas como la reparación de las barandillas de Playa Flamenca y Cala Capitán, los nuevos contenedores y camiones, el asfaltado de viales o la reparación del Centro Cívico Ramón de Campoamor

Ni siquiera la playas, abandonadas a su suerte, es capaz de gestionar con un mínimo de eficacia. Quizá sea por eso por lo que el alcalde no le da más competencias, a pesar de habérselo solicitado hace más de 7 meses.

‘𝗕𝗹𝗮𝗰𝗸𝗼𝘂𝘁’ 𝗼𝗳 𝘁𝗵𝗲 𝗰𝗼𝗮𝘀𝘁𝗮𝗹 𝗺𝗮𝗶𝗻𝘁𝗲𝗻𝗮𝗻𝗰𝗲 𝘀𝗲𝗿𝘃𝗶𝗰𝗲𝘀

‘Blackout’ is an anglicism used when referring to a total loss of electricity and/or communications, as happened last Monday, 28 April. In other words, a blackout, if we speak in the language of Cervantes.

No better term to define the situation suffered by the residents of Orihuela Costa in relation to the basic maintenance services they ‘enjoy’, all of which are the responsibility of Mr. Mestre, Councillor for Coast and Beaches.

𝐌𝐚𝐢𝐧𝐭𝐞𝐧𝐚𝐧𝐜𝐞 𝐬𝐞𝐫𝐯𝐢𝐜𝐞 𝐟𝐨𝐫 𝐫𝐨𝐚𝐝𝐬 𝐚𝐧𝐝 𝐩𝐮𝐛𝐥𝐢𝐜 𝐬𝐩𝐚𝐜𝐞𝐬 (𝐩𝐨𝐭𝐡𝐨𝐥𝐞 𝐩𝐚𝐭𝐜𝐡𝐢𝐧𝐠, 𝐩𝐚𝐯𝐞𝐦𝐞𝐧𝐭𝐬, 𝐯𝐞𝐫𝐭𝐢𝐜𝐚𝐥 𝐚𝐧𝐝 𝐡𝐨𝐫𝐢𝐳𝐨𝐧𝐭𝐚𝐥 𝐬𝐢𝐠𝐧𝐚𝐠𝐞) 𝐬𝐮𝐬𝐩𝐞𝐧𝐝𝐞𝐝 𝐬𝐢𝐧𝐜𝐞 𝐭𝐡𝐞 𝐛𝐞𝐠𝐢𝐧𝐧𝐢𝐧𝐠 𝐨𝐟 𝐅𝐞𝐛𝐫𝐮𝐚𝐫𝐲.

As a consequence of the inaction of Mr. Mestre -and his government colleague, Mr. Valverde, councillor of Infrastructures-, a new contract was not tendered, so this essential service has been suspended since the beginning of February. THREE MONTHS WITHOUT SERVICE ….. AND WHAT REMAINS.

𝐌𝐚𝐢𝐧𝐭𝐞𝐧𝐚𝐧𝐜𝐞 𝐬𝐞𝐫𝐯𝐢𝐜𝐞 𝐟𝐨𝐫 𝐠𝐫𝐞𝐞𝐧 𝐚𝐫𝐞𝐚𝐬, 𝐭𝐫𝐞𝐞𝐬 𝐚𝐧𝐝 𝐜𝐡𝐢𝐥𝐝𝐫𝐞𝐧’𝐬 𝐚𝐫𝐞𝐚𝐬 𝐢𝐬 𝐭𝐨𝐭𝐚𝐥𝐥𝐲 𝐢𝐧𝐬𝐮𝐟𝐟𝐢𝐜𝐢𝐞𝐧𝐭 𝐟𝐨𝐫 𝐭𝐡𝐞 𝐧𝐞𝐞𝐝𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐜𝐨𝐚𝐬𝐭.

Since the beginning of February last year, the municipal company ILDO began to provide this service, but the results are very poor as a result of the fact that the operational resources are far inferior to the great needs of the coast, whose green areas and children’s areas have been neglected for many years.
We have detected that ILDO only covers the maintenance of 1.1 million square metres, less than half of the landscaped area of the coast (2.5 million square metres). In terms of the number of palm trees, it only covers 2,700 of the 7,000 palm trees that make up the coastal palm grove.

𝐓𝐡𝐞 𝐬𝐭𝐫𝐞𝐞𝐭 𝐥𝐢𝐠𝐡𝐭𝐢𝐧𝐠 𝐦𝐚𝐢𝐧𝐭𝐞𝐧𝐚𝐧𝐜𝐞 𝐬𝐞𝐫𝐯𝐢𝐜𝐞 𝐨𝐩𝐞𝐫𝐚𝐭𝐞𝐬 𝐮𝐧𝐝𝐞𝐫 𝐚 𝐜𝐨𝐧𝐭𝐫𝐚𝐜𝐭 𝐭𝐡𝐚𝐭 𝐡𝐚𝐬 𝐛𝐞𝐞𝐧 𝐨𝐮𝐭 𝐨𝐟 𝐝𝐚𝐭𝐞 𝐟𝐨𝐫 𝐦𝐚𝐧𝐲 𝐲𝐞𝐚𝐫𝐬

… and there is no sign of a new one being prepared.

𝐏𝐚𝐭𝐜𝐡𝐢𝐧𝐠 𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧 𝐮𝐧𝐝𝐞𝐫 𝐚𝐧 𝐞𝐦𝐞𝐫𝐠𝐞𝐧𝐜𝐲 𝐜𝐨𝐧𝐭𝐫𝐚𝐜𝐭

Late and badly, Mr. Mestre launched a pothole patching operation a few days ago, for 95,000 euros and two months, in the face of strong pressure from neighbours.
Our association arranged for the presence of TV cameras, to which the neighbours showed their indignation.
This operation would not have been necessary if the road maintenance contract had continued to provide its services because a new contract had been put out to tender, as Mr. Mestre and Mr. Valverde were obliged to do.
The pothole has given us an insight into the meteorologist skills of the councillor for the coast, who has taken the liberty of saying on the municipal website that ‘the last rains in March and April caused enormous damage to the roads’.
Mr. Mestre knows perfectly well – and if this were not the case, it would be a further sign of his ineptitude – that since he arrived at the coastal council, almost two years ago, no asphalt has been provided to the contractor responsible for the pothole patching, which is why the potholes were filled with earth or cement, or left to stand.

𝐁𝐮𝐝𝐠𝐞𝐭 𝐞𝐱𝐞𝐜𝐮𝐭𝐢𝐨𝐧 𝐨𝐟 𝐥𝐞𝐬𝐬 𝐭𝐡𝐚𝐧 𝟕%.

The ‘blackout’ of services on the coast culminates in a pyrrhic execution of less than 7% of the budget investments approved in 2024 and 2025, amounting to some 32 million euros.
Critical investments such as the repair of the railings of Playa Flamenca and Cala Capitán, new containers and trucks, the asphalting of roads or the repair of the Ramón de Campoamor Civic Centre are still pending.

Not even the beaches, left to their own devices, is he capable of managing with a minimum of efficiency. Perhaps that is why the mayor does not give him more powers, despite having been asked to do so more than 7 months ago.
